MULTI-DIMENSIONAL TRAFFIC MANAGEMENT PLANS (TMPS) HAVE BECOME INCREASINGLY ACCEPTED BY TRANSPORTATION PROFESSIONALS, STATE AND LOCAL GOVERNMENTS AND THE PUBLIC AS A VIABLE MEANS OF MAINTANING ACCEPTABLE LEVELS OF TRAFFIC FLOW DURING PERIODS OF TRAFFIC DISRUPTION.
