    In 2005 and 2006, the Missouri Department of Transportation (MoDOT) undertook a major program, known as the Smooth Roads Initiative (SRI), to improve both the rideability and the visibility of over 2,300 mi of major roadways in Missouri. MRIGlobal previously conducted research for MoDOT to evaluate the safety effectiveness of SRI improvements and perform a benefit-cost evaluation of those improvements. The initial evaluation of SRI improvements was conducted using three years of crash data before implementation of SRI improvements and only one year of crash data after SRI implementation, because only one year of “after” crash data was available at the time. The evaluation presented in this report was conducted after two additional years of crash data were available; thus, the evaluation includes a three-year before study period and a three-year after study period. The safety evaluation indicated that the striping and delineation program resulted in an overall reduction of 16 percent in fatal-and-disabling-injury crashes and 11 percent in fatal-and-all-injury crashes. The striping and delineation improvements appeared to be particularly effective in reducing multiple-vehicle crashes. Results of the benefit-cost evaluation suggested that the SRI projects had an overall benefit-cost ratio of 11.2.
