Abstract:

The objective of this research was 1) to provide the DOTD with a systematic approach to the determination of contract duration, and 2) to explore innovative contracting procedures that may prove beneficial in DOTD projects. The innovative contracting procedures were recommended for adoption by DOTD on an experimental basis: 1) design/build, 2) privatization, 3) contractor prequalification, 4) time incentives/disincentives, 5) quality incentives/disincentive, 6) dispute review board, and 6) cash allowances.
