  The objective of the work reported in this document is to: (i) review past studies of the cost-effectiveness of using consultants versus in-house staff in conducting professional engineering services for state Departments of Transportation, (ii) report the findings of those studies, (iii) identify all criteria relevant to the decision to use consultants or not in the Louisiana Department of Transportation and Development, and, (iv) recommend a process by which the Louisiana Department of Transportation and Development may decide on the degree of use of consultants in state projects.
