Abstract:In traffic engineering, the concept of traffic control is giving way to the broader philosophy of Transportation Systems Management (TSM), whose purpose is not to move vehicles, but to optimize the utilization of transportation resources to improve the movement of people and goods without impairing the community. One of the most important analytical tools of traffic engineering is computer simulation. If a traffic system is simulated on a computer by means of a simulation model, it is possible to predict the effect of traffic control and TSM strategies on the system’s operational performance, as expressed in terms of measures of effectiveness (MOEs), which include average vehicle speed, vehicle stops, delays, vehicle hours of travel, vehicle-miles of travel, fuel consumption, and pollutant emissions. The MOEs provide insight into the effects of the applied strategy on the traffic stream, and they also provide the basis for optimizing that strategy.
