Abstract:In 1974, legislation enacted by the General Assembly to expand the responsibilities and duties of the former Virginia Department of Highways, with the main new assignment being in the area of planning. The agency was now designated the Virginia Department of Highways and Transportation, and was charged with the responsibility of developing and coordinating a unified planning process taking into account the advantages, potentials, and needs of all modes of transportation highway and street, rail, air, and water. Subsequently, the activities of the Research Council were broadened to assist the Department in meeting its new responsibilities. The study identified the state's research needs in transportation planning.
