Abstract:

This report details research done to review and update the Virginia Department of Transportation's Maintenance Cost Index (MCI), the first such review since its development in 1986. The study re-examined the composition of items within the MCI, provided an up-to-date mix of items upon which to base the index, and explored alternate formulae for the calculation of the MCI. The study recommended that the Tornqvist Index be adopted for this purpose.
