This report traces the developments in pavement management in the Virginia Department of Highways and Transportation from the initial efforts in the mid-1970s through early 1984. Included are status reports on pavement management for the interstate, primary, and secondary systems with examples of the monitoring procedures used, the outputs available, and the uses of those outputs. Recommendations address a needed transition in data processing to the on-line mode, the appointment of a Central Office pavement management coordinator, and the appointment of a pavement management specialist or technician in each district.
