Abstract:The report summarizes the objectives and benefits of formal pavement management systems and outlines an approach believed by the author to be practical for Virginia. The management of Virginia interstate pavements and a proposed random-sampling plan for the primary and secondary systems are discussed. Five recommendations directed at initiating a pavement management system are offered. Perhaps the most important of these deals with the immediate establishment of a pilot management system for the interstate network. Projected costs of pavement management range from $100,000 to $200,000 for development of a system, depending upon the level of commitment, and approximately $90,000 in annual operating costs.
