Abstract:

The purpose of the research was two-fold: (1) to provide persons in the Department who prepared impact statements a guide to the effects that highway improvements had on the economic activity of an area, and (2) to place in proper perspective the use of user and nonuser impacts as measures of the costs and benefits of highways.
