  According to the Transportation Research Board, government regulation and continued ; increases in fuel prices could cut fuel consumption in the United States by 20 percent by 2025. ; While good news for the environment, this does not bode well for tax revenues generated ; by gasoline sales. This fact—combined with increasingly fuel-efficient and alternative-fuel ; vehicles and the $315 billion in funding needs for Texas transportation identified by the ; Texas 2030 Committee—demonstrates the inadequacy of the fuel tax as a viable long-term ; funding mechanism for maintaining and expanding highways in the Lone Star State.
