Abstract:This study addressed the primary functions of the Oregon Department of Transportation’s (ODOT’s) Motor Carrier Safety Assistance Program (MCSAP), which is administered by the Motor Carrier Transportation Division (MCTD). The study first documented Oregon’s MCSAP enforcement performance in relation to its counterparts in other states. Cluster
analysis was then employed to identify Oregon’s peer states with respect to MCSAP enforcement performance and a
variety of other factors related to the motor carrier travel and safety environments. Structured interviews of peer state
MCSAP personnel were then conducted to identify performance-improving strategies and practices that could potentially be implemented in Oregon. The feasibility of implementing these strategies and practices was then assessed against
selected criteria.
