Abstract:The FHWA has strongly encouraged transportation departments to display travel times on their Dynamic Message Signs (DMS). The Oregon
Department of Transportation (ODOT) currently displays travel time estimates on three DMSs in the Portland metropolitan area. In the near
future, ODOT would like to make travel time estimates available over the Internet on tripcheck.com and via 511. The primary goal of this project
was to determine the best approach for ODOT to use to estimate travel times for use on DMS signs, 511 and tripcheck.com. In addition to
recommending a methodology, a crucial component of this project was to provide confidence in the estimates provided by the methodology. In the
course of this project, over 500 ground truth travel time runs were collected on freeways in the Portland metropolitan area. These ground truth
travel times were used to statistically analyze the performance of travel time estimation algorithms. The project report presents overall error
analysis in addition to segment-by-segment analysis and recommendations for travel time estimation for all freeways in the Portland area.
