In Phase II we have looked at transportation from a more local perspective. We have: 1. Examined the way local transportation financing needs can be met; 2. Looked at how state and local relations can be improved; and 3. Evaluated a variety of ways by which transportation planning and management within the Commonwealth can be enhanced.
