Abstract:The findings and recommendations are presented of a study which attempted to (1) confirm the critical highway and transportation needs of the Commonwealth of Virginia; (2) explore alternative means of financing transportation; and (3) examine the feasibility of establishing a separate fund for highway construction. This report outlines the extent of the transportation needs, how the revenues needed to confront these needs can be raised, and indicates how the Commonwealth's transportation funds can be utilized in the most efficient and effective manner. The various chapters of the report consider the current and prospective transportation needs, the capacity of the construction industry, the financing of transportation, and allocating and managing transportation funds.
