The Montana Department of Transportation (MDT) contracted the Bureau of Business and Economic Research at the University of Montana – Missoula to conduct research to determine how other states solicit, prioritize, and select research problem statements for the purpose of providing ideas for inclusion in their research programs. MDT is interested in maintaining and improving the quality of its own research process. The purpose of this report is to inform MDT of methods used by the research units in other states’ Departments of Transportation to accomplish this stage of their work, to report on the thoughts and ideas of key MDT staff, and to specifically provide recommendations on how MDT can align its problem statement solicitation, prioritization, and selection process with the strategic directions set by the department as a whole.
