Abstract:In this thesis Mr. M. Earl Campbell, the author, was able to draw on the resources of the West Virginia State Road Commission. This made it possible to broaden his study beyond the scope normally possible in student theses. He has dealt with the subject of toll facilities with special reference to developing a mathematical method of measuring the influence of tolls on bridges on the flow of traffic. He has drawn a correlation which shows the translation of additional monetary costs for time saved into the monetary value of time per minute. The study is unique in that it deals with conditions which rather closely simulate laboratory control-a situation not often found in traffic. It is noteworthy that he took advantage of scientific procedure by use of "before" and "after" data, a comparison of which showed the effect of change on traffic flow.
