Author's abstract: This Technical Report was produced under Contract No. DTNH22-89-C-07009 for the National Highway Traffic Safety Administration. Under that same contract, a draft set of model specifications for Breath Alcohol Ignition Interlock Devices (BAIIDs) was produced. Those model specifications are being separately published in the Federal Register by the NHTSA., This Technical Report includes information collected by the authors from BAIID manufacturers and State program officials in the process of developing the model specifications. Based on this information, this report provides the authors' recommendations for establishment of a comprehensive State BAIID program including suggested procedures for ensuring the quality control of BAIID instruments in the field. A review of research reports on BAIID programs which have been conducted to date make it clear that once a program has been implemented, detailed management procedures and careful recordkeeping are. required to ensure that BAIID devices will accomplish their objective of preventing impaired driving by drunk driving offenders.
