  The Inter-modal Surface Transportation Efficiency Act of 1991 (ISTEA) required states and ; metropolitan areas designated as transportation management areas develop congestion ; management systems. The Birmingham Planning Area is designated as a non-attainment area, ; and has been allocated Congestion Mitigation and Air Quality (CMAQ) funding and other ; federal funding from ISTEA that must be implemented through a Congestion Management ; program. The Intelligent Vehicle Highway System (IVHS) planning procedure is aimed at ; planning, development, alternative analysis, program management, and public involvement, ; which was the scope of this work program.
