Montana first developed a rest area plan in 1985; however, that plan no longer adequately sported decisions related to longe-range policy issues. Hence this docment represents a comprehensive effort to update rest area planning for Montana. A three phase approach was adopted: 1) field inventory of existing facilities, 2) user survey, 3) literature review and interviews to collect further information. The plan describes each of the three phases. This resulting document with its recommendations forms a comprehensive plan to assist Montana Department of Transporation in establishing future priorities, allocating resources, and developing policies related to Montana's rest areas for the next twenty years.
