Abstract:Millions of Americans depend on Medicaid-funded transportation to reach medical appointments. In rural areas where medical providers are often in short supply, communities are far from primary care physicians or specialists, and public transportation systems are ususally nonexistent, Medicaid transportation fills a critical need. Medicaid non-emergency transportation (NET) programs provide Medicaid beneficiaries with reimbursement for trips to medical providers. Each state operates its programs differently. This Guidebook is intended to bring to the attention of its user a variety of program issues and challenges for providing NET services. Specialized chapters on issues such as brokered transportation, operating within managed care systems, and fraud and abuse are included.
