Governor Ray appointed the Blue Ribbon Transportation Task Force to provide guidance concerning specific steps that can be taken to: achieve maximum efficiency in the utilization of transportation resources; preserve essential transportation services and facilities; achieve equitable distribution of transportation and its associated costs. This report presents the Task Force's findings and recommendations.
