Abstract:

This report examines the arrangements used by counties and towns to finance local roads and bridges and compares current patterns with those recorded during the 1980s. Three data sources were utilized: FHWA's Highway Statistics series; the Census of Governments; and results of a 1994 survey of county and town highway officials.
