Abstract:This study explores the proposed mechanisms for injecting federal funds into the rehabilitation of the fixed plant of U.S. railroads--that is, the roadbed, ballast, ties, signaling systems, yards and terminals that make up the physical rail system. The study accomplishes two specific tasks: (1) it identifies and describes selected alternative funding mechanisms in a way that facilitates comparisons among them, and (2) identifies key issues arising from the wide range of funding mechanisms and informally reviews the reactions to these issues of major parties at interest.
