Abstract:International aviation is still dominated by the remnants of a 1950s regulatory regime. A mosaic of bilateral treaties continues to control supply, price, and market share as well as other aspects of aviation. The U.S.-Japan airline market was previously defined by the U.S.-Japan Bilateral Agreement of 1952, as amended. This paper offers a glimpse in how the aviation industry participates in the political process to advance its own interests. The result of years of debate and political maneuvering resulted in a new bilateral agreement between the U.S. and Japan with all sides gaining some improvement over the prior 1952 agreement.
