This manual was written to provide training on how to apply principles of geotechnical earthquake engineering to planning, design, and retrofit of highway facilities. Reproduced here are two chapters 4 and 8 in the settlement, respectively. These chapters supersede chapters 4 and 8 in the FHWA Circular on Geotechnical Earthquake Engineering for Highways, Volume 1.
