Abstract:As part of the Urban Transportation Planning Process, under the Federal Planning regulations (Title 23 U.S.C. and Title 49 U.S.C.), the Metropolitan Planning Organization (MPO) is required to develop and keep current a Transportation Improvement Program (TIP) in cooperation with state and local officials, the regional or local transit operator and any other affected implementing agency. The MPO in Richland County is the Transportation Coordinating Committee of the Richland County Regional Planning Commission in Richland County. The TIP is a list of projects that have been identified through the transportation planning program and selected for implementation. Typically, implementation of a highway project involves three major phases or activities, design (PE), right of way acquisition (RW) and construction (C). The projects listed in the TIP are taking or have planned to take one of these major steps towards implementation during the time covered by the TIP.
