Abstract:

The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) established a new vision for surface transportation in America. Following that vision and in order to promote the development of a national intermodal transportation system that is economically efficient and environmentally appropriate, Congress has required that a multi-modal planning process be implemented. Thus, joint FHWA/FTA planning regulations were adopted on October 28, 1993.
