This primer is designed to provide basic information about the Highway Account of the Highway Trust Fund (HTF). It describes how the fund works, its sources of revenue, what the balances are, funding levels, and budgetary constraints on spending levels. It does not address, in any detail, the Mass Transit Account of the HTF. The primer is designed as a handy reference tool, in a "question and answer" format, covering frequently asked questions concerning the HTF. It provides a solid foundation for common discussion regarding the current status and future outlook for the HTF as implementation of the Transportation Equity Act for the 21st Century (TEA-21) progresses.
