  The purposes of the study are to determine, from this particular case -- the
  
  Serramonte Center Plan -- guidelines for achieving the successful design and
  
  operation of a bus station and bus access arrangement on a shopping center site,
  
  including identification of the important problems and issues involved, and
  
  suggestion of methods to overcome the problems and achieve the construction of
