The Gary-Chicago-Milwaukee (GCM) Multi-Modal Traveler Information System (MMTIS) is a complex project involving a wide spectrum of participants. In order to facilitate its implementation it is important to understand the direction of the MMTIS. This working paper will provide a list of the goals and objectives of the system architecture for the Corridorwide MMTIS and develop the methodology to be used to evaluate conformance to these goals and objectives. The goals and objectives will be directed at the systems and

subsystems used to develop the MMTIS and the methodology will be used in a qualitative manner to ensure the goals are achieved.
