Abstract:The National Airspace (NAS) Plan outlines the Federal Aviation Administration's most recent proposals for modernizing the facilities and equipment that make up the air traffic control (ATC) system. This review of the NAS Plan examines the Plan at two levels: the adequacy of the plan as a whole, and the appropriateness of the specific technologies selected for implementation. The review points out those aspects that are commendable and supported by the aviation community, and identifies alternatives that merit consideration, as well as indicates aspects of the plan that could be improved. It addresses problems of airports and airspace procedures, and the comprehensiveness of the FAA plan, and its sense of priorities. The review identifies findings and issues relating to the following: growth; en route computer replacement; automation; satellites; user effects; and cost and funding.
