Abstract:Under the Clean Air Act Amendments (CAAA) Franklin, Delaware and Licking
Counties were designated a marginal nonattainment area for ozone. This
designation was based on 1988 air quality data which violated the NAAQS for
ozone. Since 1988 year the nonattainment area has had no violations of the
standards. However, the area must comply with the nonattainment area
requirements in the CAAA. In January 1994, the Ohio EPA working with the
Ohio Department of Transportation (ODOT), the Mid-Ohio Regional Planning
Commission (MORPC), and the Licking County Area Transportation Study (LCATS)
submitted a redesignation request to United States Environmental Protection
Agency (USEPA) for the three county nonattainment area. However, an area that
is redesignated to attainment must still meet the approved NOX budget for the
conformity analysis. This appendix documents that the conformity determination
for the three county nonattainment area Transportation Improvement Programs
(TIPs) are based upon analysis that was conducted consistent with the final
transportation conformity regulation procedures. This document constitutes
Appendix C to FY 97-00 MORPC TIP and Appendix A to FY 97-00 LCATS TIP.
