  The Transportation Toolkit is meant to explain the transportation process to members of the public with no prior knowledge of transportation. The Toolkit is meant to demystify transportation and help people engage in local transportation decision-making. There is an emphasis on civil rights and enabling all people to participate effectively in transportation decisions. The Toolkit includes four parts: An Introduction to Transportation; the Process of Making Transportation Decisions; Some Common Transportation Scenarios; and Becoming a Transportation Leader in Your Community. An Illustrated Glossary also helps define common terms, actors, and parts of the transportation decision-making process.
