Abstract:This document details the process that the Volpe Center intended to follow in evaluating the impacts of the Integrated Dynamic Transit Operations (IDTO) prototype demonstration in Columbus, Ohio and Central Florida. The document also includes the addendum to the original plan, which reflects the changes that occurred based on the changes to the demonstrations. The set of IDTO impacts was evaluated based upon a series of hypothesis tests governing travel behavior and strategies enacted by participating organizations. These tests related to usage of the IDTO technological bundle, changes in travel demand, changes in travel time, changes in operational costs, and changes in inter-organizational cooperation. Each of the hypotheses were tested based upon information provided by the prototype developer and participating organizations, as well as analysis conducted by the Impact Assessment team. In the final step of the analysis, the estimated impacts of the demonstration and analysis formed the basis of a projection of monetized benefits.
