Abstract:Minnesota Guidestar's Travlink and Genesis operational tests were chosen by the FHWA to be the subjects of case studies. The case studies were performed under the Intelligent Vehicle Highway Systems Institutional and Legal Issues Program, which was developed in response to the Intermodal Surface Transportation Efficiency Act of 1991. The objective of each case study was to determine 1) institutional issues and legal impediments encountered during the establishment of partnership and deployment of IVHS services and products during the operational test, 2) the point in the life cycle of the operational test at which the impediments occurred, 3) how project partners and participants overcame impediments, and 4) lessons that were learned that are applicable to future deployments of IVHS products and services. This case study also describes the operational test and documents its history. Interviews for this case study were conducted during the summer and fall of 1993.
