Abstract:This case study reports on a multi-jurisdictional ridesharing program centered in the Piedmont Crescent area of North Carolina, funded under the National Ridesharing Demonstration Program. The Crescent encompasses three metropolitan areas: the Triangle area of Raleigh, Durham and Chapel Hill; the Metrolina area centered in Charlotte; and the Triad, comprised of Greensboro, High Point and Winston-Salem. The demonstration was most useful in its development and exploration of the appropriate institutional or organizational structure to accomplish regional/intercity ridesharing. The report is largely devoted to documenting these various arrangements, and the methods they employed. Arrangements varied in their effectiveness based largely on size of staff and the experience, talent and commitment of the coordinators. Local support of employers and institutions was also important. The North Carolina Department of Transportation was instrumental in fostering cooperation and coordination among the regions. The demonstration's impact on actual ridesharing behavior is not well documented.
