Abstract:This study examines the alternatives available to implement a national Voice Response System (VRS) for automated preflight weather briefings and flight plan filing. Four major hardware configurations are discussed. A computerized analysis model was developed and used to determine relative merits, costs, and sensitivities of key factors such as centralized vs. decentralized networks, demand levels, average call duration, partial implementation, fail-soft operations, WATS vs. FX telephone service, VRS channel sizing and projected demand growth.
