Abstract:The paper recognizes a change in the ways highway agencies identify themselves as service providers for the nation's highway system rather than as the providers of transportation infrastructure for automobiles and trucks. This more expansive outlook recognizes the growing role played by these agencies in managing highway congestion and deploying Intelligent Transportation Systems (ITS) as an integral part of their management toolkit. The paper examines how, for highway agencies to realize and carry out a more operations oriented mission, a corresponding change in Federal highway funding policy and accompanying changes to supporting institutions and organizations will be necessary.
