The study was undertaken as part of the Cargo Security Data Base Development project. The principal objectives were to assess the adequacy of the ICC Regulated Motor Carrier Cargo Loss data as a sample base representative of the industry wide cargo loss experience; and to develop meaningful statistics to reflect the loss behavior of the intercity motor carriers.
