Abstract:The report contains the results of studies and analyses directed toward the definition of a Satellite-Based Advanced Air Traffic Management System (SAATMS). This system is an advanced, integrated air traffic control system which is based on the use of a satellite constellation for surveillance, navigation, and communications. The system is designed to service the anticipated air traffic density (commercial, military, and general aviation) predicted for the period from 1995 and beyond. The major items discussed in this report include the definition of user classes, the management concept, the system services and functions, the system description, system costs, the system performance, transition into full system operation, and the RDT&E plan. The report is presented in ten volumes. This volume summarizes the study findings
