Abstract:This report focuses on the Clean Air Act (CAAA) and the State Air Quality Implementation Plan (SIP) and the need for conformity with transportation measures and policies. The Intermodal Surface Transportation Efficiency Act (ISTEA) has reinforced Federal regulations of transportation on behalf of air quality. Preliminary results are presented from an ongoing study of implementation of the transportation provisions of CAAA and the air quality provisions of ISTEA to examine how well states and regions are meeting three persistent institutional and political challenges of earlier versions of CAAA: Enhancing organizational capacity in the core agencies - state air quality and transportation agencies and metropolitan planning organizations (MPOs)--responsible for carrying out Federal clean air mandates; Creating effective state and regional policies making arenas to frame and assess alternative policy options and make choices; and Securing public consent for clean air policies that are adopted. An initial assessment of how CAAA and ISTEA implementation is affecting state and metropolitan transportation operating policies and investment priorities is also made.
