Abstract:This report was prepared as a part of the Improved Track Structures Research Program sponsored by the Office of Rail Safety Research of the Federal Railroad Administration. The report is a planning document for a track measurement program to obtain data on the service loads and reactions of cross ties and rail fasteners. These data will be used to validate analytical models for predicting track response and to provide a statistical description of track loading for design and testing improved cross ties and fastener assemblies. The report includes criteria for site selection, an evaluation of measurement parameters, instrumentation and data analysis techniques, and the development of statistical criteria for planning the measurement program
