Abstract:This report is concerned with the transatlantic Air Traffic Control (ATC) data links in the high frequency (HF) band. The report tries to broaden the appropriate communication system concepts by fortifying them with general parametric objectives. While such a broad approach cannot escape practical constraints and reductions, especially in eventual design and implementation stages, it is nevertheless a useful tool here. It leads one to characterize the HF propagation medium more fully. This in turn enables one to conceive data communications outlines with more advanced structures and with emphasis on exploiting the latest technology, both hardware and software. A full study should be beyond this initial effort and incorporate several system alternatives, plus their tradeoffs in terms of objective gains versus system costs. This brief report concludes with a parametric summary of ATC HF channel issues, operational factors, and the importance of performance specification. Pertinent unresolved issues are also listed at the end.
