• Abstract:
  This study investigates the requirements that exist for electronic devices for alerting and locating distress incidents and presents a plan for acquiring an adequate capability. Data are provided that bound the problem. Possible alternatives are examined and compared. As a result, the GRAN-DILS concept is selected upon the basis of cost/benefits. A plan for acquiring the GRAN-DILS is provided. Recommendations are made for the interim prior to GRAN-DILS availability.
