Abstract:In July 1972 the Urban Mass Transportation Administration, under its Service Development Program, awarded an 18-month grant to the city of Baton Rouge to demonstrate the feasibility of establishing a modern, cost-effective method of transporting the aged and disabled by means of a specially designed system, separate from conventional public transit, but coordinated with the community's existing public transportation resources. The report details a chronology of what happened leading up to and during the conduct of the specialized services. Programs encountered and steps taken to resolve these problems are presented. Statistics on system clients, trips, and costs are presented for the 12 months of STS system operation. Where appropriate, implications that might bear on the initiation of a similar service elsewhere are set forth.
