Abstract:The National Highway Traffic Safety Administration (NHTSA) must set Corporate Average Fuel Economy (CAFE) standards for light trucks. This was authorized by the Energy Policy and Conservation Act, which added Title V: Imporving Automotive Fuel Efficiency to the Motor Vehicle Information and Cost Saving Act (now codified at 49 U.S.C. Chapter 329). NHTSA is statutorily required to set CAFE standards at the "maximun feasible level" based on four criteria: technological feasibility, economic practicability, the effect of government motor vehicle standards on fuel econmy and the need of the U.S. to conserve energy. With the lifting of the Congressional freeze on CAFE standards in December 2001, NHTSA is proposing new CAFE standard for MY 2005-2007 light trucks. To satisfy the requirements of the National Environmental Policy Act (NEPA), NHTSA, with the assistance of the John A. Volpe National Transportation Systems Center (Volpe), prepared a Draft Environmental Assessment, assessing the potential environmental impacts associated with the proposed action. This Final Environmental Assessment provides responses to comments received on the Draft and includes refinements to the analytical methodology and assumptions.
