Abstract:In the summer of 2002 an interagency, multi-disciplinary team was formed to develop a plan for defining and collecting performance data needed for better managing the National Park Service’s (NPS) Alternative Transportation Program (ATP). Members of the ATP Data Needs Task Force included transportation planners, highway engineers and landscape architects from the NPS ATP and Denver Service Center offices, individual parks, the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA) and the U.S. DOT Volpe National Transportation Systems Center (Volpe Center).
The group was formed as an outgrowth of a traffic data workshop held earlier by FHWA-Eastern Federal Lands – Highway Department (EFLHD) and in response to a General Accountability Office (GAO) report reviewing the ATP. The GAO report called for the use of more detailed data to justify project need and cost effectiveness in the planning phase of ATP projects and for the evaluation of implemented projects in meeting ATP goals and program performance measures.
