Abstract:In response to a request by Congress, the FAA and TSC have undertaken a study to determine the extent to which inadequate (off-airport) ground access to airports constrains airport capacity and air travel. Presently, TSC is preparing case studies of 17 commercial airports of various sizes and locales. This report describes the initial phases of a study on airport access which includes: (1) A methodology for evaluating airport ground access capacity. Data availability and requirements for the application of capacity analysis to any airport access system have been established; (2) A look at the airport access problem as perceived by the operators of large, medium, and small hub airports, as well as a non-hub airport. Information on access conditions was collected and categorized; (3) A review and summarization of a number of previous access studies; and (4) A review and description of the planning, funding, and implementation process for airport access.
