Abstract:

The U.S. Department of Transportation's Federal Railroad Administration published the Office of Safety News Highlights newsletter following the Federal Railroad Safety Act of 1970. The newsletter changed names over the years from "Bureau of Railroad Safety News Highlights" (or "BRS News Highlights") to "Highlights: Office of Safety News" to "Office of Safety News Highlights". Throughout its tenure, the newsletter communicated organizational, procedural, and policy updates to employees.
